In this paper, the authors endcavours 1o analyse the Urban Goods Movement (UGM) process from the systems point of view and build a UGM system in which the system elements, structure, functions as well as environment are defined, the causes of system problems are explored and the problems are classified, In the meanwhile, a necessary basis is provided for the establishment of a comprehensive UGM modelling system and a solution to the urban goods transportation problems
