A proposition of building traffic means across the Chang Jiang influx is advanced by the Chinese Plan Committee, Science Committee and the Jiangsu Province Government and the People's Government of Shanghai Municipality. How to choose the traffic means across the Chang Jiang influx reasonably is an important task of the whole project. This article discusses how to use the methods of AHP and DELPHI to study the sequence of four-way positioning traffic means across the Chang Jiang influx.
