Firstly, the model of development of energy resource industry and national economy is established. Then the distribution rates of investment in energy resource and other sectors of national economy are analysed to reach the expected state between the energy resource and other part of economy. This is a problem of controllability. Finally, the problem of optimal investment ratio is discussed.
