In urban transportation, three levels of planning activities are involved, These are strategic,tactical and operational levels. This paper describes innovative application of the EMME/2 for network modelling at the strategic and tactical planning levels for urban transportation, with focus on public transit.Drawing upon research carried out at Carfeton University and Ottawa-Carleton Reqional Public Transportation Commission, the paper provides in formation of interest to researchers as well as practitioners.The paper advances ideas on the development and use of EMME/2-hased strategic level (i.e., sketch)planning models.
