In the paper several factors influening the inflow of FDI are considered and a comparison of investment climates is made between the eastern part and the mid-western part of China. Research results show that the objective for the mid-western region in utilizing FDI should be different from that for the eastern region and a way to improve the investment climate should be the deepening reform of institution.
