Being in a dominant position to concentrate many resources of fund, information, talents, etc, new hi-tech industrial belt has become the base of developing new hi-tech industry. Based on the systematic analysis by use of "growing pole theory" and "point-axis lay-out theory", the inevitability and objectivity of Hubei new hi-tech industrial belt's formation are discussed in the article.
