A new comprehensive evaluation system based on congregating approach of growth elements analysis, cluster analysis and AHP is presented in the paper. First, determine the elements contribution to economic growth in growth elements analysis, analyze growth with Solow residuals and weight them with AHP so as to calculate the synthetical index to evaluate economic growth in quantity. Second, use the growth elements as cluster variables and with different association of the cluster variables, analyze the relationship between the economic growth and elements association by Hierarchical Cluster Analysis. Compare the results of the different approachs above and analyze their interrelation to verify the evaluation system. In this way, make an empirical analysis of economic growth of 30 different provinces in Building Material Industry. The result confirms the validity of this evaluating system.
