Taking advantage of relationships among the speed, the volume and the density of the traffic flow, the problem of negative toll arising from nonmonotonic relation between the volume and the cost is dealt with. By choosing the reasonable variable-volume of passenger car unit on the road, the congestion pricing equation is established. Through building a function of social utility and analyzing supply-demand features of the traffic network,a new explanation of the congestion toll threshold is presented.
