This paper makes a research has been made on the optimum exploitation and utilization of district water resource.The water resources exist as and comprise 3 parts:the surface water,the underground water and the rainfall water.According to the view point of system,when investigating underground water,a combined surfaceunderground water model is built up.Water resource optimum management is studied with some yesults presented.
