To solve the problem of designing the exam-arrangement under credit-based management situation which is difficult due to its uncontrollable randomization,a twostage algorithm based on heuristic arithmetic is proposed.In first stage,conflict problems in the arrangement are mainly resolved and in second part uniformity problems and succession problems are settled.The algorithm has been used in some universities and results show it can avoid leading to dimension-explosion and has high efficiency.The algorithm can be used for resolving such matters as exam-arrangement,course-arrangement and other similar problems.
