In order to implement the strategic goal of library consortia and balance members’ interests,cooperative game theory was utilized to analyze the necessary conditions for library consortia.The impact of cloud computing on the development of library consortia was discussed.An information system’s strategic alignment planning approach was used to build the system functional architecture for the cloud computing based library consortia.The achivement of the three core services layers in the architecture will be effective to integrate and utilize consortia information resources,and satisfy user’s information demands.
